You wouldn't have felt that way if you were EB-3 India sittinig for last 8 years, reading Visa Bulletins every months, just to find it still in Oct'2001...And if you ask USCIS what's going on they ask you 5K.
I don't think you can tell if I had felt that way, the same way I cannot tell how you feel, but I understand your pain to some extent - I have been waiting for 2 years and probably have to wait a few more. All I am saying is that the country cap policy is not a form of discrimination.:)

please read the numbersusa article below. We have do the same thing...inform all members when the Senators/House Representatives field hearing in their cities/towns and volunteers/members can organize to meet them and explain our problems to them.
If it is possible we can show even documentary in the hearing which IV core team is preparing (if nt slideshow is also effective). Please come up with a strategy for this hearing......:)
Attached below--NumbersUSA--Email Campaign
The Conference between House and Senate to determine a final immigration bill is being held up because......the House and Senate have announced that they will each hold public hearings on their separate bills. Each side will try to drum up support for their position.
The House bill takes the "attrition through enforcement" approach
The Senate bill takes the amnesty approach
This makes it especially important that Members hear from their constituents. Probably the most effective immigration-reduction task one can take over the next month is attending a meeting or public event and making their views known.
One of the most powerful things any citizen can do for the cause of reducing overall immigration is to personally show up at an event of their Senator and raise the issue of immigration in any way.
We will post the information you provide us about your Senator's meetings so that the other NumbersUSA members in your state will have the opportunity to show up.
It is essential that we keep an updated accurate schedule for all Senators. This is a monumental task that can only be done by hundreds of individual volunteers, each taking one part of the job.
Another Msg from NumbersUSA says the same except:

I am impressed with the Chinese!
Ask the Chinese (and everyone else) to stay tuned (and join) your meet whenever it takes place!
BTW, thanks for getting rid of msyedy! What a relief without the spectre of msyedy!
---
- Macaca, yes, I will do that.
- I am thinking about approaching Phillipino organization for their help to gather more attendees. If any Philipino member is reading this or a Registered Nurse, please provide me with a contact in Bay area. Chinese, Philipino and Indians are the most impacted nationalities.
- Last time in San Jose, during Guttirez meeting, I met a family from South Africa. Please stay tuned if you are reading this.
- I know we have members from Britain
- It would be great if we can showcase a multicultural group
- Please call out if you feel left out and have contacts in Bay area.
- During the march which is tentative for 14th July, I will have some T-shirts with Immigration voice print. I would like to auction them to provide funding to IV. ( Pappu, please let me know if this is a good idea? If yes, let me have a design print in case you have one handy, otherwise I will go for plain and simple)
ps: As far as msyedy, he left but now my ID has a red flag. It is no fun to be a lightening rod for anti-immigrants, is it?

I did try to talk to customer care but it was of no help.
They tell me to wait for 30 days and sometime 60-90days.
They say you will become actual permanent resident when you get the card The card is important.
You now USCIS dont know when they will change their minds.
To better be on safe side to get it stamped on my passport. I took info pass on 8-11-08 it will be almost 30 days,
lets wait and see
approved on 8-12-08

I think it is 9-11-08...am I right?

As replied by Desi3933, it is incorrect to my knowledge. Approval notice it self is a proof that you are a Permanent Resident. The stamp in the passport works for us till we get the physical card. I think you will get it on 9/11/08 9Infopass appointment date).

Here is link from Department of Labor website. Read for yourself and I have included relevant quote.

(ii) Even if the H-1B nonimmigrant has not yet "entered into employment" with the employer (as described in paragraph (c)(6)(i) of this section), the employer that has had an LCA certified and an H-1B petition approved for the H-1B nonimmigrant shall pay the nonimmigrant the required wage beginning 30 days after the date the nonimmigrant first is admitted into the U.S. pursuant to the petition, or, if the nonimmigrant is present in the United States on the date of the approval of the petition, beginning 60 days after the date the nonimmigrant becomes eligible to work for the employer. For purposes of this latter requirement, the H-1B nonimmigrant is considered to be eligible to work for the employer upon the date of need set forth on the approved H-1B petition filed by the employer, or the date of adjustment of the nonimmigrant's status by INS, whichever is later.

You can do all you want and be as blunt. USCIS doesn't have to answer to you. Stop chanting the "HIGHLY SKILLED", paying all taxes, nonsense. You were not brought to the USA at gun point. You chose to come (and stay). The USA can just put one ad in the newspaper anywhere in the world and there will be 10 million highly skilled NEW people they can bring. They do not need you (us). It is important to remember that we are not doing anyone a favor by being here except yourselves.
Again, because USCIS is so BIG and has millions of applications to process they can say they are trying their best and cannot reply to each individual.

For those who doubt that a definitive initiative is needed for the Legal immigrant community, may I humbly remind them of the most basic and the most important phrase of the US Constitution..."Every human being has the right to Life, Liberty and the Pursuit of Happiness". What has been happening with all this memos and counter-memos and visa bulletins from the USCIS and the DOS is a denial of our basic human rights...first as Human beings and then as Legal Immigrants. Friends we can possibly build a strong case based on the informed readings of the US Constitution and Law. We have done nothing wrong to get such treatment buy these departments. We have followed every law and requirement that the US Immigration Law has prescribed but because of the sheer number of immigrants from India and China we are being disadvantaged and discriminated by the US Congress, certain laws and by these departments. It is not a legal immigrants fault that the US Law does not limit the F1 visas issued in a year by country and the number of jobs applied under H1b program by country. The endless delays in the GC process clearly disadvantages the legal immigrant community from large countries like India and China compared with legal immigrants from other countries and even US citizens. They clearly cannot pursue their dreams of prosperity, career advancement, security (for himself and family via education, jobs and homes) and overall happiness. Justice delayed is nearly always denied.
An Immigration Attorney and Constitutional Lawyer can build a clear case for us. For reference on human rights, please follow these links:

I agree. Every little bit will help, when numbers are not moving at all.
I disagree a little bit - this will help people in EB3 indirectly
A lot of people in EB2 and EB3 can qualify for auto adjustment of status now, so it will remove people from EB3 queue making it smaller.

I guess affected class should make an impact visible enough for people to realize they cant let us down.
Example : keeping all our savings and checking cash in our country banks. This will not provide free money to local banks.
Lets say
500k people pulling out 25k each. Thats a big sum. Its just investing our money in our country bcos we DONT expect GCs!
Also buy airtickets from broker from your home country which will benefit your country getting the sales tax!... so on.
I have nothing against anyone. I am just saying how we can assert our importance.

did you move within the same city, or was this an out of state move?
- if within the same city, you could possibly check with people living at your old address...who knows, they could be helpful. generally usps does not deliver uscis mail without your name on the mailbox; also there is no mail forwarding for such mails
- check with uscis to see if the card was already mailed out, or otherwise try to get their help in tracking it down (given their customer service though, this could be difficult)
- your attorney should also receive a copy of the approval notice, so check with him/her. uscis sends the card and welcome notice only to you, but they (afaik) generally send out a copy of the approval notice to the attorney as well.
- if unable to resolve this in 30-days, file I-90 (see below). again, check with attorney before doing anything.
- can also consider getting I-551 stamp from local uscis office

Filing Fee if you are filing because:
• You never received your Permanent Resident Card; or
• Your Permanent Resident Card was issued with incorrect information because of a USCIS administrative error;
Then there is no fee required. Please review the Where to File Instructions, below, if you are filing for these reasons. Total filing fee = $0
If you are filing because your card was never received
• If USCIS mailed you a Permanent Resident Card more than 30 days ago and you have not received it; and
• It has been returned to USCIS by the Post Office as undeliverable; and
• You have not moved from the address you provided to USCIS during the application or immigrant visa process that led to the creation of the card not received;
My husband called USCIS today to check if they have correct address on file and alas they had old address. When we moved after filing for I-485/EAD/AP, we changed the address in Oct and also after we received receipt notices in Jan. We received EAD/AP/Finger printing notices at the present address for all three of us and now they are saying they had old address on my husband's I485 only, great!!!
They were not sure where the card/welcome notice/approval notice were mailed, to my old address or the attorney. Will check with the attorney today, if not what is the procedure as the card will return back. Thanks in advance.

Most of the desi employers in this country have gone thru the same H1B and GC process and got all bad experience. BUT when they start their own company, MOST OF THEM (NOT ALL OF THEM) do the same..... Employer should treat employees, the same way they are expecting to be treated as an employee.. In a long run, Employers with good ethics and practices makes more money and reputation.. The releationship goes longer only if employer and employee both benefits from it.. Isn't it simple to understand and put it into the practice ?
